Guarded Condition (Blue) - guarded
A Guarded Condition reflects a general risk of terrorist attacks. There are no credible threats, but a general risk of attack exists. In addition to the protective measures taken in the previous threat condition, federal and state departments and agencies may implement the following measures:
- Checking communications with designated emergency response or command locations;
- Reviewing and updating emergency response procedures; and
- Providing the public with any information that would strengthen its ability to act appropriately.

Continue to enjoy individual freedom and participate freely in travel, work, and recreational activities. Be watchful for criminal or suspicious activities, and if such activity is observed, report to local law enforcement. |

Individuals
- Stay informed. Maintain familiarity with Emergency Alert System (EAS) stations in your area, and listen to the National Weather Radio.
- Report criminal or suspicious activities to local authorities.
Families
- Review your emergency plans, or develop them if you have not already done so.
- Replace outdated items in your Family Disaster Supplies Kit, or create the kit if you have not already done so.
- Update immunizations.
- Review and update phone numbers and e-mail addresses in your emergency notification plan.
- Make emergency plans to take care of your pets not all emergency shelters are prepared to allow pets.
- Review insurance documents to ensure adequate coverage of medical costs or personal property assets.
Communities
- Develop emergency communication network among family members, neighbors, and friends.
- Continue to provide volunteer services in your community.
- Seek training opportunities to continue building your first aid knowledge.
